On November 25th, the Alliance of Beijing-Tianjin-Hebei National Economic and Technological Development Zones for Improving Business Environment through Reform and Innovation was officially founded in the Beijing Economic-Technological Development Area (Beijing E-Town). According to the relevant person in charge from Beijing E-Town, 14 national Economic and Technological Development Zones (ETDZs) from Beijing, Tianjin and Hebei will offer inter-provincial access to government services most-needed by enterprises and people, and gradually realize the same standards for matters of the same nature.
In recent years, 14 national-level ETDZs in the region, including those of Beijing, Tianjin, Beichen, Xiqing, Wuqing, Dongli, Ziya, Qinhuangdao, Tangshan Caofeidian, Langfang, Cangzhou Lingang, Handan, Shijiazhuang and Zhangjiakou, have become an integral part of the national strategic planning, making remarkable gains in accelerating the building of a new paradigm of coordinated development, improving and optimizing a favorable environment for industrial cooperation, continuing to streamline administration, delegate power, improve regulation, and upgrade services, and promoting the collaboration between Beijing, Tianjin and Hebei in government services. During the 14th Five-Year Plan period, the national ETDZs in the three localities will play a leading role in forming synergy and boosting the coordinated development of the region.
According to relevant officials from the ETDZs, based on the principle of "promoting industrial coordination to integrate resources for common development", all the ETDZs led by the Beijing E-Town reached the consensus to establish four cooperation mechanisms for developing the alliance, including industrial synergy, interoperability of government services, mutual learning in reforming government functions, and personnel exchange.
In terms of industrial synergy, we will focus on strengthening the inter-regional cooperation in high-tech industries and integrating resources to connect the upstream and downstream of the industrial chain and establish a favorable ecosystem for industries of the Beijing-Tianjin-Hebei region. In terms of the interoperability of government services, we will attach importance to the government services most-needed by enterprises and people to ensure that the formalities can be done outside their home provinces and gradually realize the same standards for matters of the same nature. We will increase the efficiency in meeting enterprises' needs by establishing an immediate communication mechanism. In terms of mutual learning in the reform of government functions, we will share innovative measures and experience of different regions with 14 ETDZs by jointly building a top-notch think tank, hosting summit forums, conducting field visits and holding seminars. In terms of personnel exchange, we will exchange officials between ETDZs and implement job rotation programs so that professionals have opportunities to work in different positions in different departments in the alliance, accumulate work experience and improve work performance so as to ultimately improve government services.
The reporter learned that moving forward, the national ETDZs in the region will take the establishment of the Alliance as an opportunity and follow the "Outline of Coordinated Development of the Beijing-Tianjin-Hebei Region" and other requirements to further leverage their respective advantages based on the existing sound cooperation. With the aim of achieving win-win cooperation and promoting reform and innovation, the region will take the initiative to improve the ETDZs business environment, remove obstacles in the last mile of serving enterprises and people, and promote coordinated development of the industry chain, innovation chain, and talent chain and make sure these three chains are mutually complementary. We will take the initiative and join efforts to coordinate development, strive for the result of "1 + 1 + 1 > 3" and make national ETDZs of the region new benchmarks for the strategy of Beijing-Tianjin-Hebei coordinated development.
