According to a press conference on Beijing’s temporary adjustment to the implementation of relevant administrative regulations and rules approved by the State Council, up to now altogether 215 of the 251 “Two Zones” related tasks have been implemented. The majority of the remaining 36 tasks involve reforms of complex issues and the formulation of policies that address wider concerns.
Liu Meiying, full-time deputy director of the Leading Group Office of the “Two Zones” Development, said that Beijing plans to develop “three demonstration zones plus one main platform.” The “Three Demonstration Zones” are a pilot cooperation demonstration zone adopting high-standard international economic and trade rules, a demonstration zone for digital trade, and a national demonstration zone for the innovative development of trade in services. The aim is to build a sound digital trade and services trade system and improve the investment environment in all aspects as Beijing aligns with international economic and trade standards specified in the RCEP agreement, CPTPP, China-EU investment agreement and others. “One Main Platform” refers to transforming the Beijing Stock Exchange (BSE) into a main platform serving innovative small and medium-sized enterprises. Relying on the mechanism for promoting “Two Zones” development, we will actively cooperate with the preparatory work of BSE, give support to creative and specialized, high-grade and innovation-driven SMEs that provide distinctive products or services in listing and financing to achieve better and faster development.
Twenty key parks in the city will be selected and officials from the municipal government will be designated to lead the work on these parks. At the same time, Beijing will study and implement numerous “Two Zones” reform and opening-up measures that suit local conditions and introduce a package of whole-chain, systematic and integrated solutions at an early date.
