On the morning of April 21, the Leading Group for Improving Beijing's Role as an International Exchange Center held the plenary meeting to decide on key tasks for this year. Cai Qi, Secretary of the CPC Beijing Municipal Committee and Head of the Leading Group, presided over the meeting. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor of Beijing and First Deputy Head of the Leading Group; Zhang Yankun, Deputy Secretary of the CPC Beijing Municipal Committee and Deputy Head of the Leading Group; and Liu Jianchao, Deputy Director of the Office of the Foreign Affairs Commission of the CPC Central Committee and Deputy Head of the Leading Group, attended the meeting.
The Meeting Pointed out the need to thoroughly study and implement the series of important instructions from General Secretary Xi Jinping to Beijing: focus on the "two big situations", which is the strategic goal of achieving national rejuvenation and overcoming the unprecedented challenges unseen in a century, bear in mind "greatness of the country", based on the situation of the new development stage; implement the new development principle; and employ the new development pattern, to serve and guarantee the success of the Party's and the country's foreign affairs work. Continuously strengthen the comprehensive capacity, gather high-end factors, optimize the service environment and promote external communication and improve Beijing's Role as an international exchange center in the first year of the 14th Five-Year Plan period, so as to celebrate the 100th anniversary of the founding of the Party with excellent achievements.
The Meeting Emphasized the importance to stick to the plan and promote Beijing's Role as an international exchange center through overall planning. According to the special plan, tasks should be accomplished one by one and persistently with each year's work advanced according to the blueprint. Compile the construction plan for the 14th Five-Year Plan period, and make a list of projects, reforms and policies. Build a city-wide assessment system for improving Beijing's role as an international exchange center, finding gaps, strengthening weak links, and promoting improvement.
The Meeting Emphasized that Beijing should perform its duties as the "capital", integrate into the overall diplomatic situation and provide superior services for major state events. Improve the regular working mechanism for major state events and create the "Beijing Service" foreign affairs brand. Actively carry out international cooperation against the pandemic and attract international organizations to set up offices in Beijing. Focus on key areas and major projects, and enhance the comprehensive carrying capacity. Continue to carry out special rectifying campaign of key areas. Improve the function of Yanqi Lake International Capital, promote the second phase of the China National Convention Center supporting facilities and the second and third phases of the China International Exhibition Center (new venue), implement the control plan of the fourth embassy district, and build a vibrant, fashionable and high-quality international neighborhood. Enrich the international elements of the three cultural facilities in the green heart of the Beijing municipal administrative center.
The Meeting Emphasized that Beijing should continue to improve the international service capacity and promote openness and development at a higher level. Deepen international cooperation in science and technology innovation; encourage company headquarters, R&D centers, professional service institutions and high-quality manufacturing enterprises to settle in Beijing; continue to run the China International Fair for Trade in Services, ZGC Forum and Financial Street Forum at a high level; and strengthen foreign-related legal services. Focus on the construction of an international consumer center, operate the first phase of Universal Studios Beijing, promote the construction of an international talent community, and optimize and enhance international public services such as education and healthcare. While ensuring effective Covid-19 control, international cultural and sports activities will be held online and offline.
The Meeting Emphasized that Beijing should deepen the connection with ministries and do a good job in organization and implementation with the leading group taking the lead, the special working groups focusing on task implementation, the office of the leading group responsible for strengthening supervision, inspection, monitoring and evaluation, and the member units closely cooperating with each other.
The attendees also reviewed the 2020 work report, key works in 2021 and the opinions on the management of funds to promote Beijing's role as an international exchange center and to serve and guarantee the major international conferences held by the central government in Beijing, and the planning and construction plan of the Dongba area, as well as the personnel adjustment of the leading group and the implementation arrangements of the key tasks of the special working groups in 2021.
Central and municipal government officials Qin Gang, Ren Hongbin, Wang Xiaofeng, Wei Xiaodong, Cui Shuqiang, Zhang Jiaming, Mo Gaoyi, Zhang Jiandong, Sui Zhenjiang, Lu Yan, Wang Hong, Yang Jinbai, Yu Luming attended this meeting.
